The IUCN 1a designation results in strict control of use and visitation to ensure protection (Marine Conservation Institute, 2025). The purpose of these protections is to prevent the introduction of pathogens to maintain the integrity of the ecosystem (Unesco). It is prohibited to conduct any commercial activities including mining, fishing, or exploring within HIMI. Only previously approved scientific research may be conducted in the area (Constable et al., 2024, p. 97).

 

While commercial fishing is banned within HIMI, the ecosystem of the waters adjacent plays a significant role in the biodiversity within HIMI. In hopes of maintaining the health of the aquatic and terrestrial ecosystems, each year the Australian Fisheries Management Authority reviews assessments of fish abundance in the area. Then the Commission for the Conservation of Antarctic Marine Living Resources decides on conservation measures and regulations for fisheries operating within the antarctic, but outside of HIMI (Constable et al., 2024, p.95).
